Overall Objective

Colombia’s green growth framework is marked by the renewed NDC commitment, the Green Growth Policy and the Deforestation Control Policy. The renewed NDC is highly ambitious, with a target set at 51% GHG emissions reductions by 2030. Colombia’s principal green growth strategy – the intersectoral, long-term green growth policy – Conpes 3934 is a long-term roadmap to stimulate an increase in productivity and economic competitiveness by 2030, while assuring sustainable use of natural capital and social inclusionLastly, the Deforestation Control and Sustainable Forest Management Policy (Conpes 4021) presents a long-term strategy for zero deforestation by 2030. 

Under this policy framework, GGGIs objective is to accompany the Colombian Government in results-oriented implementation and thus fulfilling its climate and sustainable development goals by 2030. Moreover, GGGI will support Colombia in the roll-out of the green post-COVID economic recovery package that capitalizes upon pillars such as the forest economy, nature-based tourism, bioeconomy and sustainable energy. As Colombia is a country of great diversity of landscapes, ethnic groups, and socio-economic conditions, GGGIs work does not only stop with addressing the national agenda but also extends to supporting Colombias territories. Here, GGGI is joining subnational governments and environmental authorities to facilitate the applicability and sustainability of results from the national level to the subnational level.

Context

Colombia recently joined the OECD as un upper middle-income country and is one of Latin America’s largest economiesKnown for its macroeconomic stability, Colombia has a solid institutional and legal framework, and a sustained and manageable inflation rate that fluctuates between 3-5%. Before the coronavirus pandemic, Colombia’s 2019 monetary poverty stood at 35.7% and extreme monetary poverty at 9.6%, in a year where economic growth was 3.3%. Impossible to foresee, however, Colombia ended 2020 however with an estimated GDP growth of -7.2% compared to 2019 and estimates of monetary poverty at above 45%. In addition, COVID-19 fueled lockdowns meant that Colombia ended 2020 with an estimated GDP growth of -7.2% compared to 2019 and unemployment rate of 15.9% compared to the 10.5% in 2019. The unemployment gender gap also worsened by 27.9% by the end of 2020. Numbers from 2019 presented women’s unemployment at 13.1% vs. men’s at 6.9%, however by December 2020, women’s unemployment reached 17.9% women vs. men’s at 10.1%. 

On a positive note, recent administrations have shown that Colombia is clearly committed to a green growth pathway, reinforced by its ambitious NDC renewal on December 10, 2020 to reduce 51% of emissions to BAU by 2030 – about 169 MtCO2eq. Achieving both the ambitious NDC target and recovering from the pandemic-driven economic and social blows will be no easy feat, requiring that Colombia commits to a green and inclusive economic recovery. So far, Colombia’s renewed NDC is prioritizing actions related to the energy transition, clean mobility, deforestation control, the planting of 180 million trees, PES, and ecosystem conservation (Amazon and páramo). These all align with its green recovery efforts. Additionally, the renewed NDC outlined cross cutting themes related to social inclusion such as gender mainstreaming, a fair workforce transition and an overall human rights approach. 

Under this context, GGGI’s role as a trusted advisor to the Colombian government is to therefore facilitatthe achievement of this NDC target through strategic policy advisory and strengthening and mobilizing finance towards green investment projects on sustainable land-usedeforestation reduction, bioeconomy, waste management, clean energyand e-mobility approaches. GGGI’s comparative advantage is shown by its 8year track record and presence in-country, working with GGGI staff embedded in various Colombian ministries and subnational-level government entities, to provide context-specific, tailored, green growth solutions, as well as bringing green projects to bankability.
