Project context, objectives and description

Strong economic growth and increasing per capita income have led to a rise in vehicle demand in Cambodia.  As of 2018, there were approximately 4.6 million registered vehicles, more than 80% of which are motorcycles. The transport sector is expected to have the largest increase and share of GHG emissions by 2050 at 10,816 GgCO2e, according to MOE. The rapid expansion in the use of private transport has resulted in increasing traffic volumes in the cities, leading to congestion and higher levels of air pollution. While feasibility work for some mass transit options for Phnom Penh is underway (sky train by JICA, tramway by AFD), public transport systems are generally limited across Cambodian cities.

In 2019-2020, GGGI conducted a GCF readiness project (KH11) which aims to promote the switch from gasoline to electric motorcycles. Project deliverables include a market and technical assessment, communication needs assessment, a policy gap analysis, followed by the design of a financial incentive scheme and investment concept note. This project (KH16) responds to the government request to follow-up activities to the readiness project which is ending in Q1 of 2021 while seizing the opportunity to branch out into additional EV support towards the deployment of electric buses in Siem Reap.

Activities of this project include:

  • Support the development of selected regulatory measures to promote e-motorcycle use.
  • Demonstration of a switch from gasoline to electric motorcycles for the fleet of a high profile institution through a subsidy scheme.
  • Pre-feasibility study for the deployment of clean buses in the city of Siem Reap including the World Heritage Site of Angkor.
  • Investment facilitation.
